Led by UN-Habitat, the initiative provides a framework to assess and enhance residents’ well-being while promoting evidence-based planning and inclusive governance. This milestone underscores Baguio’s commitment to sustainable, people-centered development and aligns with the United Nations Sustainable Development Goals (SDGs).

Help shape the future of quality of life in BAGUIO CITY
City of Baguio’s UN Quality of Life Survey is open until October 15

Baguio City, September 29, 2025 – Baguio has joined the Quality of Life Initiative, a global movement implemented by the United Nations, to measure and understand what truly matters to city residents.

The City of Baguio is calling on all residents to take part in a new Quality of Life Survey, part of a pioneering partnership with the Quality of Life Initiative, led by the United Nations Human Settlements Program (UN-Habitat). This global effort seeks to accelerate sustainable urban development and improve the quality of life in cities by co-creating, developing, and testing innovative ways to measure and enhance quality of life at both local and international levels. The survey is open until October 15 and takes approximately 10 minutes to complete.

By completing the survey, residents will provide valuable insights that will help Baguio and partner organizations understand how different communities experience life in Baguio. Participants will also be contributing to a broader global initiative aimed at catalyzing positive changes in cities around the world through a human-centered approach to urban planning.

Co-created in collaboration with urban development experts from UN-Habitat, the Quality-of-Life Survey is tailored to reflect the unique characteristics of Baguio City. It measures quality of life across nine key areas: basic services and mobility, culture and recreation, education, environment, economy, governance, health and wellbeing, housing, and social cohesion. The City of Baguio plans to use survey results to inform future policies, programs, and services across various levels of government, ensuring that local strategies align with the broader framework being developed by UN-Habitat.

“Our goal is to make Baguio a thriving, inclusive, and sustainable community where everyone can enjoy a high quality of life,” said Mayor Benjamin B. Magalong. “Through this partnership with UN-Habitat, we have a unique opportunity to not only better understand the needs of our residents but also to contribute to a global tool that will benefit cities around the world.”

Participating in the Quality of Life Initiative is part of the City of Baguio's ongoing efforts to implement its Baguio 2043: A Livable, Inclusive, and Creative City vision with Baguio’s Livability Index and Voluntary Local Review (VLR), aligning with broader goals like the United Nations Sustainable Development Goals (SDGs).
